Russia had positive net migration for most all post-1991 years, first a large fraction of that was ethnic Russians repatriating, now it's mostly Central Asian Muslims, both gastarbeiters and permanent setllers. ... of course, streams in and out are quite different in IQ etc.

No it wasn't constant. In 1991, it was 3:1 but it soon became 4:1, as Ukraine both had less TFR and negative net migration. Russia's ethnic minorities (esp. Muslims) have greater TFR.

Genetic IQ enhancement in a narrow sense wouldnt fix that,
In some sense, low mutational load is easier to get rid of: if you have good genome editing, but few data samples for study, you can just eliminate rare alleles in embryo rather than look for correlations in huge dataset for useful alleles. (Some have speculated that bc. long-term effect of purging of rare alleles is bad, there might be action to require people who purge old rare alleles to also take some new rare alleles).
Also, IQ is much more affected by mutational load that most traits. If our hypothetical uplifted 120 IQs would have somewhat shorter lifespans than natural 120 IQs, it's still a win.

No. We aren't doing RCT on IQ increases because our society is hostile towards it. We could have just cloned some genuises already, it's simpler, but we don't.

You know, there isn't that a 4-million dataset is open for everyone for study. For privacy reasons, large GWAS studies are only combing linear correlations together. We know incest is bad yet those GWAS studies fail to show it. This is very crude model and you shouldn't take it too seriously.

Meanwhile, in Ukraine private ownership of land wasn't working until as recently as 2019. In many ways post-1991 Ukraine was more sovok than post-1991 Russia

Why anti-HBD people don't promote e.g. usage of artificial languages like Lojban? (the only example I know is early Soviets promoting Esperanto). Wouldn't be type of language affecting individual's development a lot? Also, Chinese and Japanese have problem that word lookup is difficult. This is a less problem is smartphone era, but earlier finding a word was pretty difficult whereas in alphabetic languages any child can find word in dictionary fairly quickly. I read someone hypothesing that this must have negative effect on social mobility.

Snakes are small brained despite having more degrees of freedom than any mammal. They don't. Heritability refers to given population in given environment. Gene effect depends on environment (you don't need gene to make vitamin C it your environment has excess of it) and even on frequency of it in population. In a food scarce environment gene which increases bone growth might as well have smaller effect than genes which allow to get more food. So of course simple linear regression, which GWAS is, wouldn't tell about many things.
So if you run a GWAS identifying N promising genes for affecting height on US citizens, you couldn't use that to reliably increase the height of European babies?
Because junk food mainly affects width and not height, this is unlikely to be a problem. And it's not that Europe is free or junk food too.

The Mongol culture didn't spread because the premise (genetic success) is BS. Mongol conquests were due to better generals, discipline and ability to recruit non-Mongols into their war machine. They routinely beat numerically superior armies.

So it's a very bad example of thesis 'genetic success doesn't imply cultural success', rather it's evidence in another direction.
Another thing I have with this that it looks poster is Western supermacist and imagines Mongols aka dumb zerg being strong only with their number.

It looks like that before population movement, only Crimea had solid majority who didn't want to be in Ukraine. Speaking Russian language doesn't necessarily mean being want to be part of Russia, compare Ireland and UK for example.
