Flock is pretty expensive for cities and seems to have trouble clearly showing an impact on violent crime reduction. It is often hard to beat the financial argument, with equity/privacy being a great excuse. Without ceding the privacy grounds, I would suggest critiques based primarily on efficacy/cost.
