I think you're basically correct (hence the repeatedly desperate combination of pleading, cajoling, and threats from Confederate leadership to get England involved) but there was a genuine streak of pro-Confederate sentiment in Europe, particularly in England, which is why the Confederates were able to keep buying warships there while the British pretended that ships fitted for cannons could be used for practically anything. Charles Francis Adams was a very busy man!
