I'm smelled some of these, but this is definitely a more extensive list than when I first started buying colognes. I haven't even heard of some of these before.

Regarding samples, there are many ways to get them. Large department stores will generally hand out samples of scents, but generally only of designer brands. Outside of that, brands will sell samples of their scents or give away samples for free with a purchase. If you ever go shopping in Asia, the brands are generally really good for throwing samples at you with purchase. There are also online stores that specifically sell decants at smaller sizes. Scent Split and DecantX are two I've used before. Fragranceswap on reddit also has a lot of decant sellers. I've never had a problem with buying samples, but YMMV, especially on Reddit.

Do note that when buying decants, the price per ml is generally more expensive than buying full size from a brand. You're baying for variety as opposed to volume. I think it's worth it, because I'd much rather spend $100 on samples and $100 on a full sized bottle than $200 on a bottle I won't use.
