While it's literally true that Venezuela is not a narco-state, it's hard to imagine it getting any worse than it already is. The reason it's not a narco-state now has probably more to do with the surrounding economics (oil is more valuable than drugs) than the current government's competence.

Well, IQ is heritable from both parents, so a "Female IQ shredder" is just an IQ shredder.
Of course, the other element of the metaphor is that you're not just shredding for the sake of it: there have been a lot of productivity gains from the agglomeration effects of cities. "IQ shredders" points to the trade-offs present in urbanization.

As I understand it, this is part of the problem: since your loss ratio is floored at 80%, you don't have a strong incentive to manage costs. There is actually a bit of the opposite one: the higher the costs, the higher the premiums, and the bigger is the base from which you derive profits.

Given the gender ratios, they're probably some of the least safe places.
Over 20% of Venezuela's population has already emigrated, it's unlikely to ramp up significantly.
