Why would you need to make the argument that an influx of brown people would not correspond to some kind of downfall in civilization and descent into savagery?
At the time the UK was coming off the high of a 100-years run of civilizing the entire planet, from vast continents to tiny islands, leaving behind cargo cults.
Two world wars in recent memory demonstrate that even properly educated European neighbors could behave in quite savage ways, and that perhaps the well-mannered British people were even more of an exception than expected.
There was no evidence that the brown people would be able to behave, except for the few British people that had travelled and were lucky to stumble into some positive experiences, and avoid bad ones.

UK is a tiny island, walk long enough and you just end up running into the same guy or one of his cousins.

A very common thing a legislator will ask a lobbyist for is 'cover'. Asking for cover is asking a lobbyist to sway public opinion on an issue. This is also fairly common. Believe it or not, there are 'media advocacy' companies that will set out to sawy social media in favor or against an issue.

The avoidance of pain is the central tenet of our societies.

Anybody in your vicinity may disagree with your parenting, some American adults will call CPS on parents because unattended children play outside. This may not necessarily lead to the aforementioned dreaded removal, but it definitely weights on families.

This is all a result of the Civil Rights Acts of 1964, which made it illegal for Americans to choose their neighbors, and created a culture under which functional adults have to defend themselves from the assumption that they belong to the 10% under-functioning fringe that nobody should never ever officially discriminate against.

From a biological point-of-view, I would propose that one of the big factors in the urge to reproduce is the perception of time.

There's this idea that power outages lead to baby booms but apparently that's not substantiated, there are reasons that would explain that couples actually are less likely to mingle in a crisis.

Nevertheless, in the relative perpetual safety of Western country and perhaps the world at large except for sporadic hot spots, young people get to age without the constraint of time. Children are of no help in the modern workplace so is this not something that the average adult would look forward to from an economic point-of-view.

Now that the passing of time is merely punctuated by the latest iPhone release, for many young people there is no external, environmental cue that it is time to settle down. There is probably a contagious effect of being presented with a friend's baby, some kind of baby-FOMO, but some communities may be completely childless and that effect delayed. Taylor Swift has been a childless female celebrity for 16 years, and we often hear of the advances of Science™ purporting to push later and later the inescapable biological realities of motherhood.

Perhaps the best way to address this problem would be to inject in media some reminders that death is inevitable, our time on this planet is fleeting [and it is time to repent].

Another aspect of this denial of death in Western culture (and environment) is the obsession with safety. Parents can quickly turn into criminals or social pariahs if they don't demonstrate the utmost care in dealing with what has almost become a rare resource, children. Likewise the justice system will waste an offender's time rather than inflicting a little bit of pain (corporal punishment).

Pain is seen as a bigger problem than waste (of time). A recent parenting trend is 'gentle parenting' where the adults are encouraged to essentially negotiate with the child as a human being with rights. In practice this means a big waste of time where a good shout or slap can bring immediate results. Obviously when there is more than 1 child involved, the simplest of tasks can be endlessly delayed.

I can't help but connect this to some kind of male/female dichotomy. Industries that are male-dominated want to get the work done asap (making a MVP for a start-up, pumping an oilfield), while industries that are female-dominated like education seem to take longer and longer decade after decade to get the job done. Hard to tell effect from cause here but I feel a connection.

Interestingly, men are the biologically stable version of mankind. Perhaps women are seeking in their environment what they are internally lacking, and we've gone too far in giving it to them.

To be clear, there is no fertility crisis. The people that really want to have kids are having them.

Some blue/grey people are hand-wringing about a lack of babies from their tribes but they are not accepting any of the obvious solutions at hand.

The blue/grey governments could absolutely make it easier to have babies in the near-term with solutions that are ethically in the same ballpark as the other stuff they are doing :

  • surrogates
  • abortion
  • sex organ surgery on 'wrong body/brain' theory grounds
  • general transhumanism and body mod stuff
  • compelling millions to inject experimental treatments because a Chinese grandma had a cough

If they did recognize 'not having enough people born here from parents born and raised here' as a problem, they could solve it through technology.

Even the ozempic craze demonstrates that the culture can do a 180 on 'body positivity' provided technology is allowed to do its thing. I wouldn't be that surprised if we solved 'racism' once the 'whitify'-pill is invented or alternatively the 'white embryo selection' paradigm takes hold.

You mentioned a government would be unpopular for overriding a few individuals' rights for the sake of enabling the continuation of mankind. This implicit concern for a government's popularity made me think you care about democracy.

Women's attitudes to childbirth and child raising are not the civilization-ending threat that modern Westerners think it is. The most backwards desert-dwelling tribesmen solved it thousands of years ago, this should be no big deal for the owners of the most sophisticated brainwashing system ever conceived.

Perhaps some kind of ranked competition system? Let the men have a way to express interest, then set them up in 1-on-1 or 1-on-many competitions. Could be actual physical fights, could be 'paperwork-filling competition' or even filling captchas, if the problem is simply that a given woman will get too much volume, forcing captcha would make it harder for male users to flood too many women at once. Perhaps have a setting for women to be able to pick the competition, or let the male users pick the competitions they want to engage in.

Many people spend a lot more than that just on the wedding day.

Many parents spend a lot more than that every year keeping their kids in private schools where they can ensure their kids are around other 'good-enough' kids. Many parents spend a whole lot more than that sending their young adult women to college for the reward of them ending up childless girlbosses or worse.

Collapsing birthrates are a much bigger problem than covid. You're the one who cares about democracy, presumably. Software-wise, there are plenty of apps that are barely manned, generating zero revenue and somehow still exist. Is that really the case? I could see all kind of medical devices that would help, for example, implantable devices to support the pelvic floor. There's always that feminist argument that medications are not sufficiently tested on women. Probably because there is too much variability on hormonal profiles and so on, but with AI-enabled calculation power, it shouldn't be such a huge burden to take into account.

It's dangerous? So are oil fields, roofs, or highways. It's dangerous to the fetus? Not a concern when it's a woman's choice.

Perhaps we need some strong legislation and cash-in-hand to enable more widespread research into these issues. If the government was putting as much money into solving 'pregnancy is uncomfortable' as they do blowing up enemies of Israel, we'd have solutions.

Alternatively, if we want to get around this whole thing, we could just have a more painful culture. Get rid of probation or even detention in schools and replace them with cannings and lashings. If we want to get extreme, we could beat fornication, abortion and contraception out of people, but even without that, having experienced some physical pain and gotten over it would help young women get over the concept that childbirth is painful.
