potentially in a way that violates federal law and the Constitution

I can't claim I know "federal law", it's vast and incomprehensible. But the Constitution is reasonably small, even with the amendments, and pretty straightforward. How exactly did the military violate it when describing this incident, in your opinion? If you want to expand on the federal law part, feel free to also.
