In one's own thought experiment, one could change these in many different ways to nudge society in his or her preferred direction. A system with these levers would, in theory, result in a society of educated, well-traveled Christian families. If you want a non-Christian or irreligious society, you could take that out; if you wanted a more service-oriented society you could add one for time served in some sort of charitable organization; and so on. I appreciate that the system in In the Wet has at least a pretty good level of fairness, in that one's birth has not too much impact: in the fictional Australia of the book social mobility is given as being quite high, so achieving a high income is possible for many; any healthy person may join the military; and so forth.
