Which ones? I've literally never ran into one. Safari blocks them by default, I really doubt any website would risk cutting off the entire Apple ecosystem.

It's been years, but I recall it being more common when attempting to login or make purchases. I don't remember exact sites. However, googling the phrase (including quotation marks) "Your browser is blocking third-party cookies" reveals many people struggling on various platforms to do various things, including Google and Microsoft, and receiving that error message.

I had a quick look, and the only MS result that comes up was "How do I turn off 3rd party cookie blocking in Edge", the only websites that came up, where the problem was reported, were shitty sites belonging to academia, and one shady video host that I never heard of.

If the examples you're aware of have been years ago, it's possible the world has just moved on. Like I said Safari does it by default, so does Firefox (though that's a lot less relevant), and more importantly Chrome announced they'll do it next year (though they've been putting it off for a year or two already, IIRC)
