I recall how Romney and McCain were smeared as right wing extremists. The Romney campaign publicly asking the Obama campaign to please decrease the use of Nazi and fascist rhetoric and imagery to attack him. We had moderate Republican candidates.
We know the vitriol they get and how gracefully they lose. Trump didn't appeal to the center and was equally smeared as a fascist, but he got more votes than Kamala.

Manchus and Mongolians more or less did this to China. Armies of conscripted (enslaved?) Chinese assaulting Chinese fortifications under the leadership of foreign conquerors. Mongols who don't know how to build seige weapons motivating more technically inclined Chinese people to make and deploy them.
I think auto-correct corrected away "Schelling point". But yeah, in the context of Westeros, they kind of have scheming points where all the back stabbers gather together to betray each other.

Our modern school system cannot handle teaching kids Spanish. They take years of Spanish class and no point can any of them speak Spanish. I don't think they have what it takes to teach ancient Greek.

In my high school in a blue district of a blue state we read Genesis chapter one. The King James Bible was a major influence on the written English language and is suitable for study in an English class. Which I understand is different than mandating teaching exclusively Christian theology.

I have shot an SKS a bit. Soft recoil, not heavy or awkward. That's a real WW2 semi auto carbine and it is amazing that this and the Congressional Republican baseball team shooting were not mass slaughters. I've been there fumbling with the stripper clip of rounds, but that's why you practice. These goobers don't and can't get the rifle to work. Trump was asked which bathrooms transwomen would need to use in Trump Tower. He said he didn't care. It is not obvious to me he is anti-trans. Unless you define it very broadly to the point that the typical American is "anti-trans" in some "they should be in women's combat sports or prisons" sense.

I get ITAR rules could be easily violated. As simple as sending an email. I could do it right now. Lots of laws are that way. You could easily violate them and maybe possibly get in trouble if you are unlucky. I don't expect anything more from the government since they lack a panopicon able to catch me. As a practical matter there's not much they can do other than occasionally fining a company caught exporting these designs.
Every employer I have had takes it very seriously. Multiple times per year retraining strictly warning against doing anything involving South Sudan. So sure you could easily violate these rules, but these AI devs won't.
why only foreign nationals
This is standard ITAR and EAR rules. And yes, other countries could recruit people to build it there. Still illegal for me to in any manner transfer ITAR or EAR restricted designs to China or South Sudan. I can transfer it to any US person; by which they mean citizen, green card holder or asylumee.
In a better world there'd be some "clear, consistent, and logical rationale" standard bureaucracies are held to. Instead they just make up rules then change their minds and make up contrary rules. See the ATF for examples. Given laws creating bureaucracies and empowering them to make relevant rules, this is what we get.
