the first one is a non-factor in a global economy. Second one is less and less important as time moves forward, most everyone with an ounce of ambition studies english at one point or another and as American culture permeates your own, english becomes more common, and lets be honest here, the "excellent" qualifier is only important/needed/required if your career involves your language skills.
That just leaves "formal degree" "competent but not great programmer in languages X,Y,Z" in your diagram. With something like programming, formal degrees are less important than in other disciplines, for sure is a requirement for the code monkeys in the IT room, but for the rock stars? I would think projects done and repositories would be the deciding factor which leaves only "competent but not great programmer in languages X,Y,Z" on your upper level as relevant.
Now, you can add an arbitrary qualifiers and make yourself the best in the world in a artificial niche of "Northamerican with excellent english with a degree who is compentent in X,Y,Z language; with deep knowledge of areas X,Y,Z that are not typically things that programmers are into and experience solving problems in these domains with code etc, etc." but at the end of the day the only important thing (at least for a programmer in this example) would be the proficiency in the language and ability to parse tasks in it. Everything else isn't needed to be considered the best in the world programmer.
If we went with your logic "Best in the world" would be a useless category. Usain Bolt? nah I'm the fastest 15 year old chinese-canadian yiddish knowing conservative bald person in the world. Of course it's not as hard as it sounds that way; the normal way, the way most people associate with the term and most companies appreciate and would pay big bucks for is another story.

Although this can’t lower the average society-wide success level (because there are still the same set of people competing for the same opportunities, so by definition average success will be the same),
So he isn't taking into account the Indians (here, but more obviously in Call Centers overseas), the Latin Americans (and their growing remitance money to their countries of origin) and the Chinese (trained in american schools and and employed in chinese companies).
Your grandfather had to be the best of his city, your father the best of the state and you, you have to be the best in the world.

I will be very interested to see what happens when the current crop of fossils leave office and the younger generation step up to it. Between the Free Palestine on the left and the Nationalist MAGA on the right, I would assume the money spigot would dry out.
1.- I never said money is doing most of the work
2.- it's the logical thing to do, you just don't put all your eggs in one basket. And we won't know the truth of the matter because nobody that matters want it to be known.
EDIT.- Just so we are in the same page, my priors are:
a.- majority of politicians are amoral monsters, from Trump all the way to your local representative, passing through AOC and Bernie
b.- there is a VERY small minority of politicians that are upstanding that would be impossible to blackmail.
c.- The government of Israel employed Epstein to obtain blackmail material from politicians, so that it could coerce them for support or to get them to convince dissident politicians.
d.- c is logical for a nation state to do in the position Israel finds itself in, and were I in their shoes would do that and more.
e.- The state of Israel also employs groups as AIPAC to create external pressure on dissident politicians as another venue of attack.
f.- we will never know the truth about the Epstein affair because the people that could uncover it is also people involved in it or someone related to the is.

maybe this is the truth of the matter, but I would assume that with the degraded authority of the institutions and the rise of the more nationalist MAGA that we wouldn't see support for Israel, but it still gets its money last I heard.

I would assume to create a narrative. Not every elite is an amoral monster, but enough of them are that internal and external pressure could convince the exceptions to vote their way. Why do you think that is stupid?.
Better yet. Scott gave an example of AIPAC deploying its money to win an election. Can you give me one where they did the same with their magical kid-diddling blackmail?
in my opinion, that they have blackmail and use it, wouldn't prevent them from also using money to create the aforementioned narratives. Why limit yourself to only one method or avenue of attack?

In my own personal opinion I think AIPAC can't be replicated unless you have your own Epstein. Money comes and goes but Blackmail material could very well be more valuable than gold in forcing people to your whims.

I'm assuming he uses alts because it's more effective to troll when you don't have a reputation for doing so. If your interlocutor thinks you are a normal mottizen, he is more liable to offer charity and make several attemps to discuss things with you; where you can try to get a rise out of them and get them banned or at least a warning.

for best in the world, yeah I don't think those matter, there are Indians barely understandable in english employed in language critical roles right now.
While this may be true in some circumstances, that doesn't mean that programmer is the best in the world in the metrics normally asociated with the moniker of "best in the world" regardless of how much he earns. They would be seen more as adequately skilled with some aditional skills, not "best in the world".
